Kauai follows the ARRL amateur band plan for the USA. We are locaded in the PAC FCC region, State of Hawaii, in the USA
For Kauai, there is a list of frequencies loosely assigned to city/locale, and to various agencies. For instance, there are simplex frequencies assigned to Red Cross, CERT, Kapaa,
Lihue, Waimea, etc. The National Calling Frequency VHF FM 146.52 would be a potential meeting place in an emergency, and the Emergency Operations Center(EOC) in Lihue has a simplex frequency that should be staffed and coordinating.

Radio Programming
Radio ownership comes with a need to know its operation, including programming. The club
offers low cost Baofeng portable(HT) radios for sale at cost. These come programmed for
quick first time use, with the simplex frequencies listed above and the repeaters' settings.
The manner in which different radios store memory presets makes a uniform "channelized" numbering
system impossible. We encourage knowing how to customize, re-program presets manually to the radio,
use a program such as CHIRP, or both. Referring to the names and frequencies on-air rather
than the preset number on your radio may help avoid confusion. A CSV file of frequencies programmed
in these Baofeng HTs(and many others) is available here.
